Permit Application Process
When is a Permit Required? Any repairs, maintenance, additions, alterations, new construction, new subdivision, signs, and temporary signs for residential or commercial sites within the Town of Mesilla require a permit.
Where Do I Get the Forms? Permit applications may be obtained online at the following link Community Development Forms or from the Community Development Department in Town Hall located at 2231 Avenida de Mesilla.
What Form Do I Need? You will need a Building Permit Application form for any proposed work on or to a structure or property for new or existing residential or commercial sites. To install a sign or temporary sign you will need the Sign Permit Application or the Temporary Sign Permit Application form. The Subdivision Application form must be used for proposed new subdivisions. Applications within the Historical Zone (HR) may need to include a Certificate of Appropriateness form.
Where Do I Take the Application? Permit applications will be processed by the Community Development staff in Town Hall. The staff will assist you with the application and provide any information you may need to complete your application.
How Does the Application Process Work? Staff will review your application and assign a Case Number. At that time, staff will identify the zoning of the property and determine the scope of the proposed project. Projects that are minor repairs or maintenance and do not change the existing appearance or temporary signs may be approved administratively by staff and a permit may be issued at that time. If the scope is beyond minor repairs, then the process for approvals will require consideration of the Planning, Zoning, and Historical Appropriateness Commission (PZHAC) and approval from the Board of Trustees (BOT).
Typically the projects requiring PZHAC and BOT approvals are repair or maintenance that change the appearance or may not conform to the Development Zone, alterations, additions, new subdivisions, signs, new construction or projects for commercial sites. If the proposed project is within the Historical Zone, a Certificate of Appropriateness form must be included in the application packet.
How Do I get PZHAC and BOT Approvals for my Project? Staff will review your application and prepare a packet that includes your application, the attachments from your submittal, and create an Action Form that details the pertinent information of your case. Once the packet has been prepared, it will be placed on the next available PZHAC agenda.
When Do They Meet? The PZHAC meets on the first (1st) and third (3rd) Mondays of every month. The BOT meets on the second (2nd) and fourth (4th) Mondays. If a holiday falls on one of these Mondays, the meeting will be moved to Tuesday of the same week. Meetings start at 7:00 PM in Town Hall. Once the PZHAC considers and approves your Case, it will be placed on the next BOT agenda for their approval. Applicants are encouraged to attend the PZHAC and BOT meetings that will hear your Case. Upon BOT approval, staff may issue the permit.
How Long Will This Take? The time for this process varies and is dependent upon when your application is received and the complexity of your project. For your planning purposes, you may want meet with the Community Development Coordinator to review your proposal prior to your application submittal.
After I Receive Approvals How Do I get My Permit? Once the BOT approves your application, you will need to go to Community Development Department in Town Hall and pay the appropriate permit fee and pick up your permit.
Are There Inspections Required? As your project progresses, you will need to call the number at the bottom of your building permit for the Building Inspector to schedule inspections. The inspections needed are dependent upon the type of project. If the work is being done by a contractor, he will know what inspections are needed. If you are doing the work yourself, the Community Development Coordinator will advise you of what inspections will be required.

The Municipal Code and the Guidelines and Criteria for Preservation and Development are available online or in the Community Development Department in Town Hall. These documents provide specific details to assist you with the application process.
