Committees and Boards

The Town of Mesilla has established committees, boards and commissions to provide a means for residents who have special experience or interest to participate in the municipality’s decision making process by advising the Mayor and Town Trustees on various issues. The committee system provides an opportunity to interact creatively with people of all ages, interests, and backgrounds. Unity can be realized when citizens are able to come together across neighborhood political, and economic lines to assist in making the community decisions that will shape lives.

The Town of Mesilla has established the following committees, boards and commissions:

Architectural Styles Committee
Resolution No. 2004-29

The Architectural Styles Committee (ASC) was established as an advisory committee for the determination of the appropriate style to be made of all new construction and renovations in the Historical Residential (HR), Historical Commercial (HC) and Commercial (C) Zone in accordance with the Guidelines and Criteria for Preservation and Development, also known as the Yguado Plan.

Board of Adjustments

The Board of Adjustments was established to hear and decide on appeals where it is alleged there is error in any order, requirement, decision, or determination made by the administrative officials in the enforcement of the zoning code, and may reverse, affirm, or modify any administrative action. The board is also empowered to authorize in specific cases variances from the terms of the zoning code which are not contrary to the public interest.

The Mayor with the consent of the Board of Trustees, appoints a three- member board that consist of one member from the Board of Trustees and one member shall be a member of the planning commission. The other member may be a member of these bodies or a resident.

Lower Rio Grande Water Users Organization

The LRGWUO is a public entity that was given the mandate to guide the regional planning effort in the Lower Rio Grande region. The LRGWUO is an organization made up of the City of Las Cruces, Doņa Ana County, Doņa Ana Mutual Domestic Water Consumers Association, the Town of Mesilla, the Anthony Water and Sanitation District, the Village of Hatch, New Mexico State University, and Elephant Butte Irrigation District. The Joint Powers Agreement (JPA 97-046) creating the LRGWUO was approved by Department of Finance and Administration on February 7, 1997. Each of these groups has constituents, which they represent. LRGWUO participation on the New Mexico/Texas Water Commission has broadened the region to include Texas and El Paso participation and involvement of other federal and state agencies. Such governmental agencies include the International Boundary and Water Commission – U.S. Section, Rio Grande Compact Commission, NM State Engineer, NM Conservation Commission, Texas Water Development Board, U.S. Environmental Protection Agency, U.S. Fish and Wildlife Services, and others. Additionally, special interest groups include Southwest Environment Center, Mesilla Valley Economic Development Alliance, and the League of Woman Voters. Through this planning process and those involved, every citizen in the region has a mechanism for input to the process.

Lodgers’ Tax Advisory Board

The Town of Mesilla imposed a tax which is borne by persons using commercial lodging accommodations within the town limits and which will provide revenues for the purpose of advertising, publicizing and promoting tourist-related attractions, facilities and events, and acquiring, establishing and operating tourist-related facilities, attractions or transportation systems, as authorized in MT 3.20.040.

The Mayor with the consent of the Board of Trustees, appoints a five- member advisory board that consist of two members who are owners or operators of lodgings subject to the occupancy tax within the municipality, two members who are owners or operators of industries located within the municipality that primarily provide services or products to tourist and one member who is a resident of the municipality and represents the general public.

Metropolitan Planning Organization

The Las Cruces Metropolitan Planning Organization (MPO) is a multi-jurisdictional agency responsible for transportation planning in Las Cruces, Mesilla and parts of Doņa Ana County in New Mexico, USA.

The Las Cruces MPO has been in existence since 1982.  It operates under the guidance of a Policy Committee which is comprised of nine elected officials: three City of Las Cruces Councilors, three Doņa Ana County Commissioners, and three Town of Mesilla Trustees.

Metropolitan Planning Organization Technical Advisory Committee

The TAC is made up of engineers, City, County and Mesilla Public Works and Planning employees and others who represent various agencies with a vested interest in the transportation infrastructure of the MPO.  This committee provides technical input to the Policy Committee regarding transportation projects and their potential impact within the region.

Planning, Zoning and Historical Appropriateness Commission

The Planning, Zoning and Historical Appropriateness Commission (PZHAC) was created by authority granted municipalities under the New Mexico Statues Annotated. The PZHAC is the planning commission and zoning commission for the Town of Mesilla. The duties and powers of the commission are authorized in MTC 18.80.020. Procedure to be followed in considering appeals from PZHAC action on zoning matters pursuant to MTC 18.80.270 and Resolution No. 2004-10.

The Mayor with the consent of the Board of Trustees, appoints a five- member commission that consist of five members who shall be residents of the municipality. A member of the board of trustees may be appointed as ex officio, non voting member of the commission.

South Central Council of Governments

The South Central Council of Governments, Inc. (SCCOG) is one of seven planning districts in New Mexico. Established through state and federal directives. The council was designated as a planning and Development District for the State of New Mexico by Executive Order No. 73-2, January 10th, 1973 from Governor Bruce Kings Office.

State Planning and Development District 7 encompasses Socorro, Sierra and Dona Ana Counties. The SCCOG works with members’ organizations in planning, identifying needs, developing funding mechanisms and strategies, implementing goals, economic growth, and community developments.
